Benefit/Result/Outcome

So that PR guidance is relevant w/r/t repository contents

Description

We should be able to remove shellcheck, code validates/compiles, markdown files have been linted and replace those items with GitHub Actions checks

Acceptance Criteria

  • Update Pull Request template to reflect capabilities of the GitHub Actions we use
  • Remove the _ characters from the template so that issues are linked
