We should consider setting up central package management https://devblogs.microsoft.com/nuget/introducing-central-package-management/ for the C# projects.

Fix Moq versions in more projects (#12751)

Missed a few places where Moq is used in my previous PR. We should
probably enable central package management to avoid this in the future.
I've created #12750 to track it.
