feat: Add param for disabling access key #3162

Description

Add support for disabling access key authorization. Added support to control updateChannel.

Fixes #3127
Closes #3127

This PR fixes the issue, that failed workflows were not assigned to the

Hey @hundredacres, I can. But I was actually expecting @segraef giving it a good look as the group members of avm-res-cache-redis-module-owners-bicep implied he's a co-owner. It would probably be good to remove him from the group them 😉
