chore: updated AVM successor for `avm/ptn/authorization/resource-role…

…-assignment` (#2024)

This PR updates the pointers from the formerly retired
`authorization/resource-scope-role-assignment` module, as it now has
been migrated to AVM as
`avm/ptn/authorization/resource-role-assignment`.
