Two places to mutate before doc publishing:

  1. Do replacement the readme link before publish to github io.
  2. Do link replacement before publish the MS.DOC.

First, checked in Azure/azure-sdk-tools#895
Then, we have to remove replace-relative-link script used in each repo

The issue has been resolved as we merged all PRs in tools.
