* swapping all dev_requirements to leverage the non-develop mode. opencensus-tracing will fail if azure-core is installed in dev mode. all the rest of the tests are ok with using non-dev, so this seems to be a good compromise

Last night there was a nightly failure in the
global install and testscenario. Turns out it's becauseazure-core-tracing-opencensusdoesn't play well with anazure-corethat's installed in editable mode.Doesn't turn up in individual tox
whlorsdistbecause those are pure environments, and haven't been messed up by other packages dev_requirements installs.Failed Build
