[Batch] Data plane SDK v14.2.0

Description

Update the SDK to use the Batch 2024-02-01.19.0 API version. Swagger spec link: Azure/azure-rest-api-specs#27675

• Add UpgradePolicy to CloudPool definition for pool creation
  • Add AutomaticOSUpgradePolicy to include configuration parameters for automatic OS upgrades
  • Add RollingUpgradePolicy to include configuration parameters for rolling upgrades
