PR #17925 created a custom platform for Managed HSM tests, but successive backup/restore is causing issues in preview. For now, this custom platform has been disabled and #16483 will be completed to update the service version and recordings including Managed HSM key-creation tests (and other tests for the Keys package).

Update service version to 7.2 and re-record tests

Resolves Azure#16483, though Azure#18501 is tracking enabling the custom platform now once Managed HSM service issues are resolved.

Should just need to re-enable tests/testing.
