Seeing this in CI: getaddrinfo ENOTFOUND azsdkjsrush.blob.core.windows.net

Going to submit a PR to disable the cache until this can get sorted out.

The `azsdkjsrush` storage account has seemingly been deleted, so this
will always fail and waste effort during CI.
