Rerun of analyze job fails to publish artifact. Artifact directory is already present in devops job so rerun is failing to publish artifact with "already exists" error. We should utilize common publish artifact template to work around this failure.

Fixed order (Azure#15367)

C# needs required fields to be before any optional fields. Because username and password are no longer required, autorest is ordering these parameters alphabetically.
