Description

  1. Smoke test change:
    a. Add failOnStderr=true for smoke test
    b. Change Get-AzAdGroup test to Get-AzAdUser
  2. DockerFile change:
    a. Add Dockerfiles for Debian 10, Debian 11, Ubuntu 22.04. Delete Dockerfile of Debian 9.
    b. Use blob container to install Latest version Az instead of downloading from PSGallery.
