Generate RLC for OpenAI

Generate client from below Cadl:

• https://github.com/Azure/azure-rest-api-specs/tree/feature/cognitiveservices/openai-cadl/specification/cognitiveservices/OpenAI.Inference

Currently we have below issue tracked:

Blocker:

• [Inference] [RLC Cadl] Fix anonymous model when we spread alias #1701
• [Inference] [RLC Cadl] Fix the issue that the body model includes header property #1721
• Sample url link should not be generated when there is no sample generated

Enhancement:

• [RLC] Enrich the client description e.g readme, client.ts from cadl definition #1729

Non-blocker:

• [Authoring] Duplicated CustomResponseFieldsOutput issue: https://github.com/Azure/cadl-azure/issues/2409
• [Multiple Client] Top-level index file not found issue: [RLC] Top-level index file could not be generated in Windows #1720
• [Multiple Client] Duplicated "Deployment" between "Inference" and "Authoring"
