I'm proposing an update to the contributing guidelines.
Things like meritocracy versus democracy don't belong in this contributing guidelines. I've replicated some of the content that is in use with other open source projects I'm involved in focusing on the PR/Issues language and the Contributor ladder.
Areas of concern may be the expected SLA with regards to review of PRs.
