feat: Add root rollup circuit

This adds the root rollup circuit and also adds a strategy for computing the merkle tree root from a set of leaves.

I believe the cpp code was meant to be computing the merkle tree root in the circuit, instead of doing it natively with an in-memory merkle store (I'll double check this with @LHerskind or @Maddiaa0) -- For reference, the latter would require an oracle.

All benchmarks are run on txs on the Benchmarking contract on the repository. Each tx consists of a batch call to create_note and increment_balance, which guarantees that each tx has a private call, a nested private call, a public call, and a nested public call, as well as an emitted private note, an unencrypted log, and public storage read and write.

Values are compared against data from master at commit 410cae39 and shown if the difference exceeds 1%.
