fix: sequencer should still submit claims even when it is unable to propose a block

Currently if the proposer is unable to submit a pending block, it will also not submit a proof claim.

That is an issue if, during the proof claim for epoch N, it doesn't have any valid blocks to propose, but it should still submit the claim to prove epoch N-1.
