Extend the L2Block such that it can compute the hashes that is to be computed on L1 to make decoder testing easier

Small change that was left out of construct_addition_chains fix (#404)

Fixes the intermittent construct_addition_chains bugs (the previous fix was incomplete) and cleans the test up a bit
