Github tooling is still very repo-centric. As a result, splitting work across repos causes unnecessary effort.

We want to bring aztec3-circuits as a subfolder, and start to move everything related to aztec3-packages.

FYI @iAmMichaelConnor @dbanks12 @suyash67 @rahul-kothari I am doing this now - plan is to get commits currently in master and then port any final PRs as we merge them.
