Commit to Wires Using Lagrange SRS (AztecProtocol/barretenberg#94)

* Proof system works by using lagrange srs.

* Prover c_bind changes.

* Circuit c binds.

* fixes.

* Download more lagrange transcripts.

* fix.

* Add comment.

* Add `commit_lagrange` in commitment key.
