Maintain test drive backward compatibility with version 8.1.0

Changes proposed in this Pull Request

We support the value yes (the new value) and 1 (the 8.1.0 value) for the wcpay_onboarding_test_mode WP DB option to make sure test-drive accounts created with 8.1.0 continue to work.

Testing instructions

• The code changes make sense
• Smoke test a test-drive account creation flow and then switch to live with a JN with this PR's live branch (link)

Test backward compatibility

1. Create a new JN site with just WooCommerce (direct link)
2. Disable dev mode from WCPay Dev settings page.
3. Go through the WooCommerce profiler and choose a WooPayments eligible country as the store base location
4. Install and activate WooPayments 8.1.0 (WP.org download link)
5. Go to the Payments page and set up a test-drive account from the the "I'm setting up the store for someone else"
6. Go to the Payments > Overview page and make sure the account is enabled/completed with payments and payouts enabled.
7. From Plugins > Add new > Upload, install, and overwrite (when asked) the current WooPayments plugin with this PR's zip (download link from the GitHub action artifact)
8. Go to WCPay Dev and clear the account cache
9. Go to Payments > Overview and the account should be in the same state as before.
