Bug Description:

"False" is displayed for tooltip along with text upon mouse hover on "Refund manually" button .

Environment:

Woocommerce Version : WooCommerce 5.4.1
WooCommerce Payments: v2.6.0-test-3

PC:
Windows 10, Mac 10.14.6
Chrome(Version 91.0.4472.77)
Firefox(Version 88.0)
Safari: v13.1.1

Steps To Reproduce:

1. Create any test site using JN site.
2. Install and activate all the required plugins
3. Complete setup wizard using United States address as a store address and without selecting WC Payments on Business Details step.
4. Go to Plugins->Add New->Upload plugin.
5. Install and activate WooCommerce Payments plugin v2.6.0 test-3.
6. Go to Payments->Set up to trigger KYC flow.
7. Complete the KYC flow.
8. Place order for any product by using 4000 0000 0000 5126 this card.
9. Go to WooCommerce > Orders and open the placed order.
10. Click "Refund" button and enter amount in respective field.
11. Click on "Refund via WooCommerce Payments" button.
12. Wait for 5-10 seconds, and then reload the page.
13. Now delete the Refund amount line from items list.
14. Click on Refund button again.
15. Note that now 2 buttons are visible Refund manually and Refund via WooCommerce Payments.
16. Now hover the mouse over the Refund manually button
17. Observe that "False" text is displayed along with the tooltip.

Actual Result:

"False" is displayed for tooltip along with text upon mouse hover on "Refund manually" button .

Expected Result:

Only tool tip should be display upon mouse hover on "Refund manually" button.

• I have deactivated other plugins and confirmed this bug occurs when only WooCommerce plugin is active.
• This bug happens with a default WordPress theme active, or Storefront.
• I can reproduce this bug consistently using the steps above.

I could not simulate the problem. The manual refund does not show up to me. Only Refund via WooCommerce Payments.

By disabling the WC Payments, only refund manually shows up but the text "false" does not show up as a tooltip.

Tested using the 2.6.0-test-3 branch
WooCommerce 5.6 and 5.7
Wordpress 5.8.1

Looks like the process to get the "Refund manually" button has changed after this issue was created. Now you need to make a refund fail for it to show up. You can do that by refunding via WCPay twice, then the "Refund manually" button will show up. But I'm not seeing the tooltip displaying "false", as described on this issue.

I see this PR updated the file that handles this "Refund manually" button and its tooltip, and it was merged a day before this issue was created, so I reckon it was included in a version newer than the one GlobalStep had at the time. And judging by the code, I don't see how "false" would be printed in the tooltip.

Not sure what's the process for closing an issue we can't replicate, if we're the ones that close it at all. Asking around and leaving a comment here afterward.
