Order ID's are not exported and fails to display in the downloaded CSV file for the transaction table.

Woocommerce Version : WooCommerce 5.1.
WordPress version: (v5.7)

Steps To Reproduce:

1. Create any test site using JN site.
2. Install and activate all the required plugins
3. Complete setup wizard using United States address as a store address and selecting WC Payments on Business Details step.
4. On the Home screen select Setup WooCommerce Payments task to trigger KYC flow.
5. Complete the KYC flow.
6. Add some products.
7. Go to frontend and purchase some products with WooCommerce payments.
8. Go to WP admin, Payments->Transactions.
9. Click on Download button present at transaction table header.
10. Note that CSV file gets downloaded.
11. Open the CSV.
12. Observe that Order ID's fails to display.

Actual Result:

Order ID's are not exported and fails to display in the downloaded CSV file for the transaction table.

Expected Result:

Order ID's should be exported and displayed in the downloaded CSV file for the transaction table.

Isolating the problem (mark completed items with an [x]):

• I have deactivated other plugins and confirmed this bug occurs when only WooCommerce plugin is active.
• This bug happens with a default WordPress theme active, or Storefront.
• I can reproduce this bug consistently using the steps above.

Re-opening as we can replicate the same behavior now.

To replicate:

1. Make sure you have 25+ orders on your test site
2. Hit the download button under Payments > Transactions
3. Notice that the report emailed to your account doesn't include the Order number column at all

The regression is due to generating the exports on the server (as of 3.6.0 release), and the order IDs are currently only stored on the merchant site, not on the WCPay server.

When all transactions fit on the page (i.e. via filtering and page size), it will still generate on the site, and I’d expect it would still include the order ID.
