This pull request upgrades several dependencies and adds a new one required by the others.

TODO:

  • Upgrade PHPCS standards: WordPress-Coding-Standards, VIP-Coding-Standards, PHPCompatibility, PHPCSUtils
  • Add PHPCS standard: PHPCSExtra
  • Add/update tests -- unit/integrated/E2E (if needed)
    • Update integration tests to reflect that WordPress coding standards have changed.
  • [N/A] Add to, or update, Scan run detail report as applicable
  • Check status of automated tests
  • [N/A] Ensure PHPDoc comments are up to date for functions added or altered
  • Assign appropriate priority and type of change labels.
  • Changelog entry (for VIP) [ Changelog for version 1.3.8 #374 ]
