Add initial E2E test for latest-release.php

This patch adds initial E2E test support, testing latest-release.php.

TODO:

• Add initial E2E support (ci.yml, phpunit.xml, directories needed).
• Add E2E test for latest-release.php
  • Ensure only one function is tested per test file.
• Ensure PHPDoc comments are up to date for functions added or altered
• Update repository documentation (README.md, RELEASING.md, TESTING.md, TOOLS-UPDATE.md) so to mention E2E tests
• Update template files to mention E2E tests
• Assign appropriate priority and type of change labels.
• Changelog entry (for VIP) [ Changelog for version 1.3.8 #374 ]
