KH2: Fix plando breaking because of keyblades #2678

Please format your title with what portion of the project this pull request is
targeting and what it's changing.

ex. "MyGame4: implement new game" or "Docs: add new guide for customizing MyGame3"

What is this fixing or adding?

Keyblades would error out when placing items when plando puts an item there and it tries to fill a filled location

How was this tested?

I genned a seed and it didnt break (It works with donald and goofy abilities)

If this makes graphical changes, please attach screenshots.
