Upstream cosmos-sdk changes

To contribute to the Cosmos community, and to ease the burden of integrating future cosmos-sdk releases, we should upstream our cosmos-sdk changes, and make our custom cosmos modules as independent of agoric-sdk as possible.

This will be an ongoing effort not tied to any particular milestone, though the subprojects could be part of a milestone.
