Show commitee members on place page and place listings

A requirement has come from delhi team to display the

• name of incharge in front of the name of District/assembly/ward/polling station in the place home page
• names+contact info of all committee members of a State/District/assembly/ward below the list of district/assembly/ward/polling stations respectively.

Also is it possible to load other yml files by mentioning their name ?

Also include Phone number of incharges, so that when seen on mobile, can be
dialed from there only.
