@jeffpaul I have updated the README and composer.json file. Also noting that the actions in RSA are failing as it is unable to clone this repository as it is private at the moment. |

Description of the Change
This PR adds a bunch of our standard GitHub files and things. One notable item @Sidsector9 that's missing is a short and long description (in README.md and in composer.json) that you'll want to add before merging this in and heading off towards a 0.1.0 release.
