Description

This PR:

• Recommends users of our Ethereum dev tools use Ganache since it's now supported (Dev tools don't work with Ganache #1520) and devnet might get deprecated.
• Removes some of the tools from the Dev homepage to declutter a bit.
• Removed the scrollbar hide unless hovered from doc pages since it was interfering with readers using CMD-F to search the content unless they were hovering over the content section. This is a short-term fix until Docs 2.0 is released.
• Fix a version picker overflow issue.
