#4238 (reply in thread) and https://devices.zwave-js.io/?jumpTo=0x020e:0x4754:0x3038:0.0 requires this. It is a Multilevel Power Switch, that supports Z-Wave+, but only reports the device reset locally notification via the lifeline:

According to the specs, there is no requirement for the Multilevel Switch CC.
