Refactor jcl out of shell scripts into samplib

Users tell us often that Zowe's installation procedure is nonstandard for their automation.
They need clear JCL associated with all actions taken by Zowe during installation, so that they can analyze them and reuse them in automated clones or reinstalls.

Half of our JCLs are in SAMPLIB. The other half are strings within shell scripts that are just submitted from there. That part is the problem, because its hidden to the users so it cannot be reused.

Move all JCL found within zwe/bin out, into SAMPLIB.
Associated with task #3633 since this will then cause a gap in validation.
