Split ZWESECUR jcl for v2 #2481

To allow more granular control on ZWESECUR, we would like to split this JCL to small pieces:

Manage Users and Group (optional)
Separate Action and Verification:
- All permission list commands can be treated as verification step, can run separatedly
- All permission setup can be treated as action step, can run independently.

Can we gather more user / SME feedback on JCL split? For both this and #2482 .
