Describe the bug

Copying to an non-existing data-set doesn't work.

Expected and actual results

I was hoping that the command would perform an allocate-like and copy the contents over.

Describe your environment

  • Zowe CLI version installed (run command zowe --version): 8.8.0
  • Installed plug-ins and their version numbers (run command zowe plugins list --short): none
  • Node.js and NPM versions installed (run node --version, npm --version): 20.18.0 & 10.8.2
  • Environment variables in use: N/A
  • Operating system and version: MacOS
  • Shell/terminal (bash, cmd, powershell, etc...): zsh
  • Daemon mode enabled or disabled: No

This was discovered by @pujal0909 (Thank you! 🙏 ) when researching:
