The PyPI page is currently broken but a better place for the documentation is readthedocs.

  • Add Sphinx documentation sekeleton
  • Add doctests to Sphinx
  • Remove doctests from long_description.
  • Remove TEST_THIS_REST_BEFORE_REGISTERING.rst in setup.py and DEVELOP.rst.
