Add a standard set of keyboard shortcuts for things

Possibly via a central keyboard.js file which fires off a named event. Would also need a UI element to show the available keyboard shortcuts

it occurs to me that if we are clever enough about how we write this, we may be able to log when a user tries to use a keyboard shortcut on a page where it isn't available, and add that to the backlog

i know that the discoverability of keyboard shortcuts isn't great, but how are they otherwise with respect to accessibility?

To increase the discoverability of keyboard shortcuts, we could do something similar to Github. Press shift + ? on any Github page to see a modal detailing Github's keyboard shortcuts.
