fix the hover on the favorites button when not logged in

It's not clickable and there's no prompt to sign in, so I'm getting reports from folks who just think it's broken.

Looking at #76 it seems like there had been a hover with text; currently it's just a circle with a slash through it.

It seems that the hover text is just really slow to appear, and that the circle with the slash appears right away. Not ideal, but will probably just have to wait until we have dev time.

so even when logged in the fav's button doesn't work. i get a 404 on /api/collections/1759/links/subjects with message, {"errors":[{"message":"Could not find collection with id='1759'"}]}
