Don't show duplicate subjects to non-logged in users per classifying session #1427

Non-logged in users may get a duplicate subject to classify from the api due to the way queueing / retirement works as in the api as we only track what known users have seen and will return non-retired data for unknown users.

It'd be nice to get non-logged in volunteers to work on new data only. Not sure how much work this is but thought i'd raise the issue for discussion.

There have been improvements to this, closing for now.
