Ubuntu package: update changelog for v0.2

The last version in the changelog is 0.1. 0.2 has been release to PyPI, so we should roll an equivalent package for ubuntu. This can start with a baseline 0.2 release, and then we can start doing nightly 0.2 derivatives on top of that. (At the moment, we are building packages for the latest zpm code -- version 0.2 -- but the package version still reads 0.1: https://launchpad.net/~zerovm-ci/+archive/ubuntu/zerovm-latest.)
