How to make persistent and fixed a ruleset and the AND condition above?

Hello everyone, first of all congratulations for the fantastic library. I wanted to ask you if there was a way to make persisten and fixed a ruleset and also the AND condition at the top, so that the user can only choose other conditions but cannot remove neither the initial AND nor change the chosen ruleset.
