* 595 Fixed all links within 4-user-guide/1-the-zarf-cli * #595. Udpated all the local links in 4-user-guide/2-zarf-packages * #595. Update all local links in 5-operator-manual * #595. Finished fixing the local links within the documentation. All links should now be valid regardless of wether or not they have been pre-processed by docusaurus.

Description
Updated all the local links in the docs folder to point directly to the file they are referencing. This fixes the issue where none of the links within our docs markdown that were using the docusaurus "paths" would be functional prior to being compiled into static html by docusaurus. This also fixes the trailing or no-trailing slash bug that could be present depending on how the docs.zarf.dev page was accessed via url.
