Operator doesn't indicate about config overrides syntax errors

Operator is running and happy when there is a syntax error in config overrides:
The only log line about it was:

2024-06-19T18:16:19.778Z  DEBUG  events  Failed to apply config override ytserver-http-proxy.yson for ytserver-http-proxy.yson, skipping: yson: syntax error: after map value

Operator was running and happy and applying other config overrides. Config for http proxy was generated by operator (without overrides) and was applied to proxies

We need to indicate about such errors more explicitly (For example in yt resource state or in ERROR log line (instead of "Running and Happy"))

Reproduce is very simple: Just make a syntax error in config overrides
