Publish the build process

First off, thanks for providing these unofficial wheels. We are using them in nextstrain/docker-base. Without these pre-built wheels, we'd probably have to resort to using emulated JAX in our linux/arm64 image variant.

It's not clear to me how you are making the releases. Are you running Docker builds locally on an Apple silicon machine and uploading files to GitHub Releases?

I am trying to do this myself using GitHub Actions runners. I first started off with your Dockerfile snippet, but it doesn't work on the AMD64 GitHub Actions runner. I think cross-compilation is the way to go, but haven't got that working yet.
