The move dictionary up and down buttons added in #971 is quite janky in my experience.
It seems like the whole modal is reloaded each time I move the dictionaries up or down. I wonder if its possible to add some sort of transition to make it smoother.

Worth noting this behavior is unrelated to the buttons being added. The previous up/down when it was in the kebab menu also did this.
