Let's introduce two new Agents: StartsInstance and StopsInstance. They will work similar to RegistersShell and RemovesShell. However, instead of saving static values in to the /talk/shell element of the XML, they will start a new AWS EC2 instance and then stop it, when /talk[not(daemon)] is true.

This will allow us to get rid of a dedicated server for RULTOR builds.
