ナビゲーションバーを含む。
入力フォームを作成する（タイトル、本文、公開設定）。

デザインの概要

ナビゲーションバー：ページ上部に配置。各ページへのリンクを含む。
入力フォーム：ページ中央に配置。タイトル、本文、公開設定の入力欄を含む。

期待される結果
