Apple Pay In-App Provisioning

Apple Pay 应用内配置使交通卡、门禁卡和支付卡（信用卡/借记卡/预付费卡）的发行者能够将其配置到 直接通过发行人的 iOS 应用程序使用 Apple Wallet。
以支付卡为例，In-App Provisioning流程如下：

  1. Apple Wallet
  2. 公交卡公司（发卡行）
  3. 公交卡代理公司（公交卡公司跟第三方公司合作发卡）
