Display spell/ability area for a minimum time #14

Some spells and abilities will only show up for a fraction of time due to the small cast/use time.

The spell/ability area should remain visible for a minimum time. Try 3 seconds and see how that looks.

A timers will need to start counting at the beginning of the spell/ability.
