Given test.hbs:

{{#> layout}}Outer{{/layout}}

and layout.hbs:

{{#> inner}}Inner{{/inner}}
{{> @partial-block }}

I would expect:

Inner
Outer

but I get:

Inner
Inner

I think I know what is going on here. Should be a relatively simple fix. Will take a look!
