Add schema changes related to certificate.management component

Describe the issue:

• With the introduction of certificate-mgt component, we need to add the new UUID column to the IDN_CERTIFICATE table to facilitate the operations with the UUID.
• Also it is required to add the necessary indexes for improved query performance.

• Introduce a new component to manage trusted certificates in IAM #21377
