Role creation error response detail and SCIM type should be swapped.

Describe the issue:
When trying to create a role with the prefix "system_" cause the below error. As the detail of the error is included in the scimType attribute, the correct error is not displayed in the console.

How to reproduce:
Try to create a role start with "system_"

Expected behavior:
The error msg should be displayed which is convenient for the user to understand the issue.
