Through looking for this message at multiple events and testing just now at home the DriverStation Logs does not seem to report Seconds since Reboot. The https://docs.wpilib.org/en/stable/docs/software/driverstation/driver-station-log-viewer.html describes this as a troubleshooting measure to diagnose communication issues.
